Introduction of Volunteer Firefighters within the Lexington Fire Department

I want to brief you on what to expect as we move forward with implementing the new Volunteer Firefighter rank and how it will impact our department moving forward.

Over the next month, you’re going to see a structured rollout that focuses on building a stronger, more sustainable foundation for our personnel. The Volunteer Firefighter position will serve as our entry-level role, allowing new members to come in, learn our SOPs, understand expectations, and develop skills before stepping into higher responsibility positions. That means less strain on our current officers and more consistency in how new members are trained and evaluated.

As volunteers progress through the system, we will see better-prepared firefighters, fewer performance issues, and a more professional and efficient department overall.

You will also notice changes in how we handle recruitment and retention. With a defined starting rank and clear promotion pathway, members will have a sense of direction and purpose from day one. This is expected to increase activity, improve morale, and reduce turnover. Instead of losing members due to confusion or lack of structure, we will be guiding them toward growth within the department.

There may be minor growing pains during implementation—adjustments to training schedules, clarifying expectations, and ensuring consistency across all shifts and leadership—but these are expected and manageable. Feedback from each of you will be critical during this phase so we can refine the system and make it as effective as possible.

At the end of this process, what we are building is a stronger department—one that is scalable, structured, and prepared for future expansion. The Volunteer Firefighter rank is not just a change, it’s an investment in our long-term success.
